J. Goodwille Pierre is General Counsel and Vice President of External Affairs for CBIC Construction & Development, LLC and 4 City Steel Fabrication, Inc.
 


He also served as an Adjunct Professor at the Thurgood Marshall School of Law in Houston, Texas. 
In this position, Goodwille is responsible for Managing the company’s nationwide legal affairs, business development and government relations. Previously, Goodwille served as the Director of the Small Business Development & Contract Compliance Division of the Houston Airport System. 

Goodwille attended Morehouse College in Atlanta, Georgia from 1983-1986 and Georgia State University from 1987-1989 where he earned a Bachelors Degree in Chemistry with a Minor in Physics. He later received a Masters in Education from the University of Central Florida and his Doctor of Jurisprudence from South Texas College of Law in 2000. Goodwille Pierre is licensed in the Supreme Court of Texas, The Federal Southern District of Texas and the United States Patent and Trademark Office. Goodwille also served as the District Director for Congresswoman Sheila Jackson Lee (D-18th TX).  In this role, he was responsible for managing the overall operation of the 18th Congressional District while developing synergy between the District Office and the D.C. Office. In addition, he represented the Congresswoman at various meetings and events in the district; nurtured and established constituent relationships throughout the district, while working with elected officials at the city, county and state levels to help with all community needs. 

Goodwille is the National Board Member at Large for the National Bar Association. Founded in 1925, the National Bar Association is the nation's oldest and largest national network of predominately African American attorneys and judges. It represents approximately 44,000 lawyers, judges, law professors and law students and has over 80 affiliate chapters throughout the United States and around the world. The organization seeks to advance the science of jurisprudence, preserve the independence of the judiciary and to uphold the honor and integrity of the legal profession.

Goodwille is immediate past  Chair of Houston’s Government Procurement Connections (GPC) Planning Committee. GPC is an annual conference, which draws more than 3,000 small business owners seeking government contracting opportunities, and more than 500 representatives from various government entities.  At the GPC conference, attendees have an opportunity to meet face-to-face with city, county, state, and federal representatives involved in purchasing decisions for their agencies.  Goodwille Pierre is dedicated to helping small and minority owned businesses, and the conference has enjoyed outstanding growth and produced tangible benefits for small and minority owned businesses each year under his leadership. 

James Goodwille Pierre is an active servant of the community, and a well respected attorney.  Among other organizations in which he is active, Goodwille Pierre is Member at Large to the Board of Directors of the National Bar Association, Past Chair of the African American Lawyers Section of the State Bar of Texas, Past President of the Houston Lawyers Association and was a Director on the Board of the State Bar of Texas. Goodwille is also a Board Member to the Legislative Division of the Earl Carl Institute at the Thurgood Marshal School of Law and a subscribing life member of the National Association for the Advancement of Colored People. He is married to his wonderful wife of 17 years, Jacquelyn Tinsley, a native of Houston, Texas.  He also has two beautiful daughters Joi Candace, 15 and Jada Elaine, 9.
